金融素养、金融教育与金融发展
摘 要 金融发展对金融素养提出了更高的要求。许多国家已经意识到金融素养的重要性，开展了普及金融教育的实践以及理论的研究。本文通过关于金融发展对金融教育的要求的阐释，结合国外开展金融素养教育的经验，对我国普及金融素养教育提出了建议。

Abstract Financial development puts forward higher financial literacy requirements. Many countries have realized the importance of financial literacy， conducted research practices and the popularity of the theory of financial education. Through the interpretation of financial development on financial education requirements， combined with the experience to carry out foreign financial literacy education， put forward suggestions for universal financial literacy education.

金融能力（financial capability）是一个涵盖广泛的概念，一般表现为消费者所具备的基本金融素养（financial literacy）的状况，它包括一个人理解自身财务状况的能力，以及采取相应行动的能力。金融素养高的消费者可以寻找信息并提前规划，从而更广泛地参与金融市场服务。总之，较高金融素养是消费者避免做出错误金融决策的前提（Calvet，Campbell和Sodini，2009）。
从国际上看，本次全球金融危机爆发以来，发达国家已就危机根源展开了诸多研究，全面反思忽视金融消费者权益保护的问题，各国普遍达成的一致观点认为，提高国民金融素养是在发生金融危机时消费者抵御系统性风险的一个重要手段。正如美国总统金融素养咨询委员会（The US President...
