构建西安粮食流通安全保障体系的路径选择
摘 要： 粮食流通安全是粮食安全体系的重要组成部分。西安市粮食流通现状和问题表明，应进一步转变粮食发展思路，增强对粮食流通安全必要性和紧迫性的认识。构建西安粮食流通安全保障体系的基本路径是深化改革，建立新型粮食流通体系；正确处理两个粮食基地的关系；加快城区粮食零售网络体系建设；推进区县粮食收购和销售体系建设；做好两个基地和城乡粮食购销体系的有效衔接；建立粮食安全预警体系。

Abstract： the grain circulation security is an important component of food security system. Shows the current situation and problems of Xi’an city grain circulation， should further change ideas of grain development， grain circulation security awareness of the necessity and urgency of. The basic path of the building of Xi’an grain circulation security system is to deepen reform， establish new grain circulation system； correctly handle the relationship between the two grain base； speed up the urban retail food network system construction； promote the grain purchase and sales system construction； do a good job effectively two bases and urban and rural grain purchase and sale system； establishment of food security early warning system.
