广州“禁摩”政策实施的阻力及推行
摘要：近年来，由于摩托车的运行特性国内很多城市先后实行了'禁摩“政策。我国许多城市都对摩托车采取了禁止上牌的措施，有的城市甚至对摩托车实施部分道路禁止通行的规定。2007 年的一纸禁令，广州市进入后'禁摩“时代。回顾广州市推行'禁摩“的发展历程，是在阻力中渐进发展的。本文将从公共政策实施过程的角度对广州'禁摩“政策中的阻力及推行，进行理论性的分析。
Abstract：In recent years, since many cities successively has carried out "taboo the motorcycle operation characteristic property in the homeland rub " policy. The angle will put process into practice from common policy "forbids the main body of a book to Guangzhou rubbing " resistance and practice in policy, analysis carrying out theory"s.

迄今为止，全国共有170多个城市，陆续实施的'禁摩“。广州作为改革开放的前沿，'禁摩“实施势在必行。该政策的推行在经过'限摩“到'禁摩“的适应期后，在不断调整中得以扩大推广，最终正式出台，走出了一条适合广州'禁摩“的渐进性发展道路。
