高等教育评估视阈下助力学术自由复归的思考
摘 要 随着高校办学自主权的落实，现代大学制度的完善，学术自由也终将在中国大地复归。作为保障高等教育健康发展的关键，高等教育评估也须紧跟时代步伐，积极改革以维护学术自由。基于此提出相关建议：（1）评估主体以高校自评为主，加大教师和学生参与评鉴的力度，健全评估结果反馈申诉制度；（2）加强对大学章程的审查，尤其是办学宗旨中现代大学精神的贯彻；（3）评估指标体系中增设反映学术自由的二级指标；（4）重视研究生学术自由的评估；（5）对于评估结果优秀的院校，政府应允诺'少光顾“；（6）特别强调学术道德规范评估。希望能够助力中国大学学术自由复归。

Abstract With the implementation of the autonomy of universities and the perfection of modern university system， academic freedom will eventually return to China. As the key to guarantee the healthy development of higher education， higher education assessment must also keep pace with the times and actively reform to safeguard academic freedom. On the basis of this， some suggestions are put forward： （1） the main body of evaluation is self-evaluation of colleges and universities， strengthening the participation of teachers and students in evaluation， and improving the feedback system of evaluation results； （2） strengthening the review of the University constitution， especially the implementation of the modern university spirit in the aim of running a school； （3） an additional evaluation of the evaluation index system. The two level of freedom； （4） pay attention to the assessment of academic freedom of graduate students； （5） the government should promise "less patronage" for the institutions with excellent results； 6. special emphasis on the evaluation of academic ethics.
