公共支出\经济增长与贫困

　　摘 要：政府对贫困地区的公共支出可分为一般性公共支出和专项扶贫支出。根据2002”2008年中国贫困重点县的相关数据建立回归模型，实证模拟21世纪以来政府一般性公共支出、政府专项扶贫支出、农民自筹生产支出等各自对贫困县经济增长和贫困减缓的贡献情况。实证发现，政府专项扶贫支出按类型看，扶贫发展资金绩效最好，贴息贷款绩效最差。专项扶贫支出按投向看，投向基础设施建设的效果不显著。一般性公共支出投向农业、科教对经济增长和减贫的作用都显著正相关。必须及时调整政府公共支出的投资方向与结构，才能更好地发挥公共支出促进贫困地区经济发展与减缓贫困的作用。

　　Abstract：The Government public expenditure on povertycounties is divided into the general public expenditure and the special povertyalleviation expenditure. Based on the 2002”2008 data of poor counties in China, the paper builds regression model to simulate contributions to the economic growth and poverty alleviation in poor counties from general public expenditure, special expenditure and farmers’ selfraised expenditure respectively. It is found that povertyalleviation fund showed the best performance while payinginterest loan fund showed the worst in terms of special expenditure types. As far as the investment is concerned, those invested in infrastructure is not as effective as expected. The general expenditure investing in agriculture, science and education suggested positive relevance to economic growth and poverty alleviation.
