三维监管博弈：法治化、参与能力和社会伦理
摘 要：在食品安全问题频发的今天，如何处理好政府、市场、社会三者之间的关系，消减食品安全利益相关者之间的信息不对称，建立食品从生产加工到流通消费的全过程监管机制和社会共治制度，实现食品安全供给，已成为当下政府乃至全社会的焦点之一。由于食品供给者、监管者、消费者相互之间不同的利益诉求，各利益相关者之间存在严重的道德风险。通过对各相关者之间的博弈分析认为建立以法治化为中心，以利益相关者全员参与为实现方式，以食品市场的伦理建构为终极归宿的政策导向不失为实现食品安全有效治理的'策略组合“。
