黑龙江水路运输运行效率分析

　　[摘 要] 以黑龙江水运生产指标数据为基础，采用DEA模型方法计算黑龙江水运运行效率。研究发现黑龙江水路运输存在着港口同质竞争、运输船舶老旧、港口与腹地缺少支撑、中俄缺少互信等问题。黑龙江水系通航里程长，沿岸港口众多，沿岸工农业体系健全、大宗货物和对俄贸易运输需求强烈。为了推动黑龙江水路运输发展，政府应该充分利用黑龙江水系的运输资源，实现低能耗、少污染、可持续发展，为黑龙江省产业转型升级提供帮助。

　　Abstract： The study calculates the operational efficiency of Heilongjiang waterway transport by means of DEA model method based on the production index data. It found that the Heilongjiang waterway transport has the problems in terms of homogeneous competition port， old ship， lack of support of port and hinterland， and lack of mutual trust between China and Russia. Heilongjiang river navigation mileage is long and has the numerous coastal ports. The coastal industry and agriculture system is sound， and the bulk cargo and transportation demand for Russia"s trade is strong.
