PPP项目失败关键因素识别及传递机制
【摘要】PPP模式近年在我国被大力推行。但大量的PPP项目在实践中都以失败收场。本文通过分析国内外8个典型案例，识别影响PPP项目的失败关键因素并分析其传递机制。结果表明，法律体系不完善、监管不到位和不合理的风险分担机制是导致失败的关键因素，项目发展背景、政府和社会资本方过失中的失败因素互相传递，影响项目最后发展。

Abstracts：In recent years， China has extensively promoted the development of PPP mode. Practically， a lot of PPP cases failed in the end. This paper analyzes eight typical cases in China and abroad， and identifies the key factors that affect the failure of PPP cases and their transmission mechanism.Results indicate that the imperfect legal system， inadequate supervision andirrational risk-sharing mechanism are the main factorsthat result in failures， and the project development background， the failure factors of the government and social capital"s fault are passed on each other， affecting the whole development.

随着2014年国家开始广泛推行PPP（Public-Private Partnership）模式，全国累计已有16.3万亿元的投资资金来促进PPP项目的发展。PPP模式作为一种政府与社会资本合作的新型方式，自然受到了社会各界的关注。但是PPP项目失败的事件也频频发生，其中的原因众说纷纭。因此，本文基于对8个典型PPP失败项目的分析，总结出了导致PPP项目失败的关键因素及其传递机制。
