摘要： 目前高校固定资产在管理意识、管理方法和管理手段上都明显滞后于固定资产投入的发展，产生了大量的闲置固定资产，不仅浪费的财力人力，还影响了高校的基本发展。针对由此产生的高校闲置固定资产管理方面存在的问题，提出相应的解决办法，以此来加强高校固定资产的日常管理、提高固定资产的使用效率。
Abstract： At present， the fixed assets in colleges and universities are obviously lag behind the development of the fixed assets investment in the management consciousness， management methods and management means， generating a large number of idle fixed assets， which is not only waste of resources， but also affects the basic development of colleges and universities. In view of the resulting problems of idle fixed assets management in colleges and universities， the corresponding solution is proposed， in order to strengthen the daily management of fixed assets in colleges and universities， and improve the use efficiency of fixed assets.

0 引言
《国家中长期教学改革和发展规划纲要》（2010）提出'加强学校国有固定资产管理，建立健全学校国有固定资产配置、使用、处置管理制度，防止国有资产流失，提高使用效益“的要求。而目前大部分高校出现经费紧张、资源短缺和资产闲置与浪费并存。因此高校的闲置固定资产如何盘活，如何得到充分的利用，对高校的固定资产管理具有重要意义。
