高等教育领域中的院校漂移及其政府治理

摘要： 起源于西方高等教育的学术漂移，在我国高等教育领域中的新建地方本科院校表现为一种院校漂移，在办学定位与机构名称、课程设置和教学内容、教师专业发展、学生学业发展诸方面存在漂移现象。利益相关者'英才教育情结“和利益期待、政府对高校的直接管控、高等教育大众化带来的学历贬值等是院校漂移形成的主要动因。为此，政府应变管理为治理，从学校办学定位、课程设置、教师选聘和职称评定标准、办学水平评估和绩效拨款制度等方面对院校漂移加强治理，综合施策，引领新建地方本科院校健康可持续发展。

Abstract： Academic drift which originated from higher education in the western world is epitomized as a kind of college drift in the newlybuilt regional colleges in China， existing in orientation and organization names， curriculum setting and teaching content， teachers" professional development， students" learning development and so on. Stakeholders" complex of 'elite education“ and interest expectation， government"s direct management and devaluation of diploma caused by popularization of higher education are the main causes of college drift.
